DHS said ICE lodged a detainer asking Texas authorities not to release Francisco Mendez Marin after his arrest in Dallas on a homicide charge. The statement says police accuse him of fatally slitting the throat of his 20-year-old wife, Karla Rangel, less than a month after they were married.
